Streamlined Permitting for Industrial and Energy Projects in Finland

Navigating the environmental permitting process for industrial and energy projects can be a complex and time-consuming endeavor. In Finland, the Environmental Protection Act of 2014 streamlined the permitting requirements for various industries, making the process more efficient. Nevertheless, understanding the specific requirements and complying with Finnish legislation is crucial for successful project implementation. DGE offers expert support to guide your company through the permitting process, ensuring your projects meet all legal and environmental requirements.

Understanding the Finnish Permitting Process

The Environmental Protection Act of Finland specifies several areas and industries that are subject to environmental permitting. Besides those listed in the Act, authorities can impose additional requirements based on a company’s activities. Permits are granted either by counties or the Regional State Administrative Agency (AVI), depending on the scale and impact of the project.

In general, smaller enterprises with lower environmental impact apply for permits from the county, while larger industrial complexes seek permits from the AVI. The supervisory authority for county-level permits is the county itself, while the Centre for Economic Development, Transport, and the Environment (ELY Centre) oversees permits granted by the AVI.

Timely and Detailed Permitting Applications

The permitting process can take several years to complete, so it’s crucial to begin the process as early as possible. During the application, permitting authorities may require detailed and specific information covering a wide range of topics, including:

  • Soil and groundwater analysis
  • Noise levels and mitigation
  • Odor management
  • Pollutant dispersion analysis
  • Chemical risk analysis
  • Navigating these requirements can be challenging for companies, particularly those without prior experience in environmental permitting.
